Just now on Fox News Channel, at 9:00 A.M. (Story still developing):

Two of the doctors arrested in the UK for the recent car bombs wanted to come to the United States for graduate studies. The ringleader of the plot was one of those desiring to come here.

Also, apparently Osama bin Laden himself gave the go-ahead for those recent attacks in the UK.
